Abstract

In recent years, human resource management (HRM) has become one of the key strategic functions of modern organizations, including design institutes engaged in engineering, architecture, and construction documentation. This paper explores the major HRM issues in design institutes such as the shortage of qualified specialists, lack of strategic workforce planning, low employee motivation, and poor implementation of digital HR technologies. The study highlights how traditional administrative approaches hinder organizational efficiency and proposes a set of comprehensive measures to modernize HR practices. Emphasis is placed on integrating HR functions into the strategic management system, improving adaptation and motivation programs, and introducing digital solutions to increase institutional competitiveness and project quality. The findings have practical significance for both project institutes and public institutions responsible for developing engineering human capital.
